2020/09/29

On September 29, 2020, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping had a phone call with General Secretary of the Central Committee of the Communist Party of Vietnam (CPV) and President Nguyen Phu Trong.

Xi Jinping said, I am glad to speak on the phone with Comrade General Secretary Nguyen Phu Trong as the Chinese and Vietnamese people celebrate the Mid-Autumn Festival. In the fight against the COVID-19 pandemic, the two parties and the two countries have supported each other and worked together to achieve major success in pandemic prevention and control, which demonstrates the profound friendship of "comrades and brothers" with practical actions, and fully reflects the unique advantages of the leadership of the Communist party and the socialist system. The raging pandemic again proves that the destiny of mankind is closely tied, and only through solidarity and cooperation can we tide over the difficulties together. The Chinese side attaches importance to exploring cooperation with the Vietnamese side in areas such as the production of vaccines, and is willing to share with developing countries first after the vaccines have been developed and put into use. China firmly opposes certain countries' attempts to politicize, stigmatize or label the pandemic, and is willing to work with all countries to build a global community of health for all.

Xi Jinping stressed, China and Vietnam are linked by mountains and rivers and are remarkably similar in ideology, development path, social system, and value. It is in line with the fundamental interests of the two countries and peoples to well develop bilateral relations. This year marks the 70th anniversary of the establishment of diplomatic relations between China and Vietnam, and the relations between the two parties and the two countries are standing at a new starting point in history. Amid the pandemic, bilateral cooperation in trade and other fields has gained strong momentum of growth, which demonstrates the resilience and potential of China-Vietnam relations. With the profound changes unseen in a century gathering pace, it is all the more important for China and Vietnam to adhere steadfastly to the leadership of Communist parties and the socialist system, uphold the two parties' high-level political guidance, and maintain inter-party exchanges of theoretical and practical experience, so as to deepen understanding of the basic rules in the socialist cause. The two sides should firmly push forward bilateral practical cooperation in the post-pandemic era, continuously unleash the potential for cooperation, and enhance the synergy between the Belt and Road Initiative and "Two Corridors and One Economic Circle" plan. Our two countries need to carry forward the traditional friendship between the two nations, cement the foundation of the friendly bond between the two peoples, and guide the youth generations in both countries to inherit and pass on the everlasting China-Vietnam friendship. Meanwhile, we should continue to safeguard multilateralism as well as international fairness and justice, resolve disputes and differences through friendly consultations, and maintain the sound momentum of global and regional peace and development. The CPC supports the CPV in making a success of its 13th National Congress, and is willing to continue to offer support and assistance to Vietnam's cause of socialist construction within China's capacity.

Nguyen Phu Trong warmly congratulated on the 71st anniversary of the founding of the People's Republic of China and spoke highly of China's remarkable achievements in the fight against the COVID-19 pandemic and advancing economic and social development under the leadership of the CPC Central Committee with Comrade Xi Jinping at the core. Nguyen Phu Trong expressed, since the establishment of Vietnam-China diplomatic relations 70 years ago, bilateral relations have in general maintained positive momentum of development. The Vietnamese side highly treasures and firmly safeguards the friendly and cooperative relations with China, and is grateful to the Chinese side for offering valuable support and assistance at various stages of the liberation and development of Vietnam. As the current international situation is undergoing rapid and complex changes, the Vietnamese side is sparing no efforts to prepare for the 13th CPV National Congress, which is scheduled for early next year. The Vietnamese side hopes to cement political mutual trust of the two parties and the two countries with the Chinese side, give full play to political leadership of the two parties in bilateral relations, maintain the right tone in public communication, and push for new progress in economic and trade cooperation. Both sides should deepen exchanges and cooperation at local levels, boost coordination and cooperation within multilateral frameworks, jointly secure a peaceful and stable environment for development, properly address and resolve existing problems, and lead the relations both between the two parties and between the two countries to new historic development.
